Opening a clinic in a Dubai free zone means running two processes at once. The free zone authority licenses the company, the premises and the visas. The Dubai Health Authority licenses the health facility and every clinician in it, and that part does not change with the zone you choose. Only one free zone is built for clinical operations, Dubai Healthcare City, and most others license healthcare companies only for non-clinical activity such as consultancy, trading in medical devices or telehealth support. Can you open a clinic in any Dubai free zone?

No. A free zone license permits the activities that zone is authorised to license, and treating patients is a regulated health activity on top of that. In practice the options split into three:

The free zone side, step by step

Choose the jurisdiction. Free zone or mainland, with the advantages and disadvantages weighed against your patient catchment.
Choose the legal form. An FZCO, an FZE or a branch of an existing company. For DHCC the forms are an FZ-LLC, a branch of a UAE company or a branch of a foreign company.
Secure the space. A lease reservation, lease agreement, purchase agreement or title deed is a prerequisite for the license, not a later step.
Apply for the free zone license with the business plan, board resolution and corporate documents. In DHCC the initial application is AED 1,550 and registration AED 3,500, with initial approval quoted at 3 to 10 working days.

Non-clinical healthcare businesses in a free zone

Plenty of healthcare businesses do not treat patients and are a natural fit for a general free zone: medical device distribution, digital health, billing and revenue cycle services, healthcare recruitment, training and consultancy.
