Frequently Asked Questions (FAQs)

Everything you need to know about healthcare licensing in the UAE.

Who regulates healthcare licensing in the UAE?

Healthcare licensing in the UAE is regulated by three primary authorities: the federal Ministry of Health and Prevention (MOHAP) and the independent local health authorities, the Dubai Health Authority (DHA) and the Department of Health – Abu Dhabi (DOH). MOHAP is responsible for regulating healthcare licensing in the Northern Emirates, including Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah.

The DHA manages healthcare licensing in the Emirate of Dubai, including both mainland and free zone areas, while the DOH regulates healthcare licensing in the Emirate of Abu Dhabi.

The main difference between MOHAP, DHA, and DOH healthcare licenses is the geographical jurisdiction in which each license is valid. A MOHAP license authorizes healthcare professionals and facilities to practice in the Northern Emirates, including Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah. A DHA license is required to work in the Emirate of Dubai, while a DOH license is required to practice in the Emirate of Abu Dhabi. A license issued by one healthcare authority is not automatically valid under another authority. Therefore, you must obtain the specific license corresponding to the emirate where you intend to work.

The difference between a UAE healthcare professional license and a healthcare facility license lies in the entity being regulated. A healthcare professional license authorizes an individual practitioner, such as a doctor, nurse, or allied health professional, to practice legally, while a healthcare facility license permits a physical premises to establish and operate a healthcare business, such as a clinic, hospital, diagnostic center, or pharmacy.

Healthcare professionals need a professional license to work in the UAE healthcare sector. The UAE requires professional licensing to protect public health, maintain public trust, uphold healthcare standards, and ensure that only qualified healthcare professionals are permitted to practice. Federal Law No. (6) of 2023 establishes the legal framework for healthcare professional licensing and regulates the practice of healthcare professions across the UAE.

To obtain a UAE healthcare professional license, applicants must meet the Unified Healthcare Professionals Qualification Requirements (PQR) issued by the Ministry of Health and Prevention (MOHAP). Applicants must also complete the licensing requirements established by the relevant health authority, such as the Dubai Health Authority (DHA) or the Department of Health – Abu Dhabi (DOH).

The primary requirements include personal credentials, such as a photograph and passport copy; professional documents, including qualifications, experience certificates, and registration certificates; Primary Source Verification (PSV) through DataFlow; a Certificate of Good Standing; and passing the required authority exam

Yes. Felix Happich Consultancy assists healthcare professionals with DataFlow Primary Source Verification (PSV) as part of the UAE healthcare licensing process. We guide applicants in preparing and submitting their documents, including educational qualifications, employment records, professional licenses, and other required credentials, as well as collecting the final verification report.

The UAE healthcare professional licensing process typically takes between 2 and 6 months to complete. The exact timeframe depends on document verification, exam completion, and final application review.

Healthcare professionals usually complete DataFlow Primary Source Verification within 6–12 weeks and finish the Prometric exam within 2–4 weeks. In many cases, the exam process can run alongside document verification. After these steps, the health authority usually takes another 2–6 weeks to review the application and issue a licensing decision.

Processing time also varies by authority. DHA licensing usually takes 4–12 weeks, DOH licensing takes around 4–14 weeks, and MOHAP licensing may take several months because additional document approvals may be required before DataFlow verification begins.

A UAE healthcare professional license typically costs between AED 3,000 and AED 7,500. The total cost depends on the applicant’s profession, selected emirate, licensing authority, exam requirements, and document verification fees.

The total licensing cost includes several mandatory fees. The license application fee is usually AED 100. DataFlow Primary Source Verification (PSV) typically costs between AED 990 and AED 1,680. The Prometric examination fee usually ranges from AED 100 to AED 200, while the processing or administrative fee is approximately AED 600.

After approval, the license issuance fee may range from AED 3,500 to AED 7,500, depending on the licensing authority and professional category.

Felix Happich helps healthcare professionals obtain a UAE healthcare license by providing end-to-end licensing consultancy. Our team assesses your eligibility according to the requirements of the relevant UAE health authority, including DHA, DOH, or MOHAP.

Felix Happich then guides you through document preparation, DataFlow Primary Source Verification (PSV), professional exam registration where required, and licensing application submission through the correct authority portal.

During the licensing process, our team monitors your application, responds to authority queries, and provides guidance until you receive your eligibility letter or professional license. Felix Happich supports physicians, dentists, nurses, pharmacists, allied health professionals, and other licensed healthcare practitioners who want to work in the UAE.

Felix Happich supports healthcare professionals and medical facilities by providing end-to-end regulatory consultancy across the UAE.

For healthcare professionals, Felix Happich assesses eligibility, helps applicants select the correct licensing authority, prepares licensing documents, assists with DataFlow Primary Source Verification (PSV), supports exam registration, submits licensing applications, and guides applicants until they receive an eligibility letter or complete license activation.

For healthcare facilities, Felix Happich provides guidance on facility licensing, regulatory approvals, healthcare compliance, licensing documentation, and operational setup in line with UAE healthcare regulations.

Our objective is to simplify the licensing process, support regulatory compliance, and help healthcare professionals and organizations establish and operate successfully within the UAE healthcare system.

Healthcare professionals do not need to consult a UAE healthcare licensing agency to apply for a license. Applicants can submit their licensing application directly through the relevant health authority, such as DHA, DOH, or MOHAP.

However, many applicants use a healthcare licensing consultancy because the licensing process involves eligibility assessment, document preparation, DataFlow Primary Source Verification (PSV), examination requirements, and regulatory submissions.

A healthcare licensing consultancy can help applicants reduce administrative errors, avoid unnecessary delays, and receive guidance throughout the application process.

Applicants can register for Felix Happich’s healthcare licensing consultancy by contacting our team through the website enquiry form, consultation request option, phone, or email.

After receiving your enquiry, Felix Happich reviews your profession, qualifications, and licensing goals. Our team then assesses your eligibility, recommends the appropriate licensing pathway, and identifies the relevant UAE health authority, such as DHA, DOH, or MOHAP.

Once you decide to proceed, Felix Happich consultants provide end-to-end support throughout your UAE healthcare licensing journey.
