Step 1: Run the DHA Self-Assessment for Nurses

Two practical points. DHA decides which of your documents are sent for verification, so you cannot shorten the list yourself. And because each additional document carries a fee, assembling your document set once and completely is cheaper than submitting in instalments.

Step 4: Book and Pass the DHA Nursing Exam

All nursing professionals are required to pass the DHA Nursing exam unless they are exempt as per the DHA Professional qualification requirements. Content is title-specific: general nursing topics for RNs, different content for midwives. Book the exam using your DHA Unique ID once your documents are verified. Step 7: License Activation by Your Employer

Your licence becomes active against a specific facility, category, and role. DHA allows either the professional or the facility to file a new professional licence application, and linking a professional licence to a facility is done by the healthcare professional who holds a DHA licence or has passed the DHA exam within the past year. In practice, most facilities handle this step for their new hires, but you are not barred from acting on your own file.

You will need an offer letter from the facility to be registered against it, and malpractice insurance covering you at that facility. Keep both ready rather than assembling them after the offer lands.

The authorities may also issue a professional licence or temporary permit to practise for three months. However, this is subject to a single renewal, only useful where a permanent arrangement is still being finalised.

Changing employer later is a separate transaction. A transfer requires your PSV report or receipt, malpractice insurance at the new facility, and a no-objection letter, and the new facility must cover your specialty. It costs AED 1,010 for nurses and takes around three working days.

Step 8: Annual License Renewal

Your DHA Nursing License must be renewed every year to keep practicing legally. Renewal runs through Sheryan. It generally requires proof of continued employment plus any updated credentials or continuing education records.

The validity period of the DHA license for nurses is one year from the date itโ€™s issued. It means that it doesnโ€™t last forever. Itโ€™s valid for 365 days. After that, you must renew it. But renewal comes with conditions.

You need to show that youโ€™ve stayed updated in your field. Specifically, nurses must complete 20 CME or CPD credits every year. These are educational activities like courses, workshops, or online training that keep your knowledge fresh. 

Also, the license renewal isnโ€™t automatic. You need to submit documents again, your current CME credits, a Good Standing Certificate if asked, and sometimes updated work experience. In short;

What are the limits of a DHA nursing licence?

The limitations for a nurse to obtain a DHA license include that Assistant Nurses and Assistant Midwives cannot work independently, and Non-UAE nationals with a gap in clinical practice of more than 5 years are not eligible. And even if the gap is less than that, youโ€™ll still need to complete CME hours and clinical training before applying again.

Also, qualifications from unaccredited institutions or distance learning programs donโ€™t count. DHA only accepts verified education from recognized sources, no exceptions. The main limitations are

  • Assistant Nurses and Assistant Midwives cannot work independently. They must work under a Registered Nurse or a Registered Midwife.
  • The licence is tied to your employer. It is activated by a specific facility for a specific category and role, and transferring requires a new transaction, a PSV report, malpractice insurance and a no-objection letter.
  • The licence authorises practice in Dubai. Other emirates are regulated separately.
  • A suspension or revocation follows you. If one UAE authority suspends or revokes your licence, every other authority where you are licensed applies the same decision.

Can a nurse with a DHA license work in other emirates?

No. A DHA licence authorises practice in Dubai only, but an existing DHA licence can exempt you from re-sitting the exam when you apply to another UAE authority.

MOHAP regulates the northern emirates, the Department of Health regulates Abu Dhabi, and the Sharjah Health Authority regulates Sharjah. You would apply to the relevant authority separately.

The PQR’s licensure recognition provisions make that second application considerably lighter than the first. You may be exempt from examination if you meet the PQR requirements for the title, have not exceeded the permitted attempts, hold a valid licence from one of the Authorities, and present a valid GSC and full PSV report.

Your DataFlow verification is also not necessarily a cost you repeat. DataFlow reports are held against your account and can be retrieved and linked when you apply to another UAE authority, including reports originally raised for a different authority or under a different email address. Recognition comes with constraints. You will be granted the same title you already hold if it is listed in the PQR. You cannot move up or down a title without meeting that title’s requirements. And internal licensing processes and privileges remain subject to each authority’s own policies, which is why the experience of applying to DOH is not identical to applying to DHA even under a shared standard.

However, the first step in each case is identifying and understanding the specific reason for the rejection and then fixing the issue by completing the requirements. 

Common causes include unrecognized qualifications, a clinical gap of more than five years, failed Primary Source Verification (PSV), multiple exam failures, or submission of expired or false documents.

What can you do if your application is refused?

Identify which specific requirement failed, then address that requirement. Most refusals are recoverable, and the PQR provides named routes for the common ones.

  • Practice gap. Complete the CME/CPD credits and clinical training for your gap band in an APS facility, then sit the licensure exam.
  • Qualification not recognised. The PQR provides that qualifications not mentioned in the document may be evaluated and reviewed by the PQR Committee, which may grant the applicant the appropriate title. This is a formal route, not an appeal to goodwill.
  • Wrong title. Reapply for the title your credentials actually support. If you hold a bachelor’s degree but were licensed as an Assistant Nurse, pursue the title upgrade before you pass five years in that role.
  • Documentation failure. Correct the document at source and re-verify. PSV must trace back to the issuing institution, so a replacement letter from a former manager will not resolve it โ€” it has to come from the institution.
  • Attempts exhausted with one authority. You may be granted one final attempt with a different authority.
  • Expired Good Standing Certificate. Request a fresh one and sequence it late, so its validity covers the review period rather than expiring inside it.
